Soft nào chuyển file MKV 60fps xuống fps thấp hơn

Chào các bác.
Em có file mkv PBN 106 m720p bản PIS. Em đã play = nhiều soft nhưng hơi bị rung hình, trong khi tất cả phim, nhạc 720p lẫn 1080p trong máy đều mượt.
Google 1 hồi thì do fps.
Vậy bây giờ dùng soft nào hạ fps xuống, và xuống bao nhiêu là chuẩn?
